430 ILCS 66/65(b) PARKING-AREA EXCEPTION

✈️ O'Hare — United Employee Parking Example

Airport property is a prohibited area under 430 ILCS 66/65(a)(19). The parking-area exception in §65(b), however, is important and should not be omitted from training.

For the United Airlines employee parking-lot example at O'Hare discussed in USAVFT class, a valid Illinois CCL holder may enter an otherwise prohibited airport parking area with the concealed firearm on or about the person while within the vehicle and may store the firearm or ammunition concealed in a case within a locked vehicle or locked container, out of plain view, consistent with §65(b). The statute also permits the licensee to have the concealed firearm in the immediate area surrounding the vehicle only for the limited purpose of storing or retrieving it from the vehicle's trunk.

Do not carry the firearm into the terminal, airport buildings, TSA/security areas, SIDA/secured areas, or other federally prohibited/restricted locations. Employer and airport-security policies may impose additional restrictions. This example concerns the statutory parking-area exception and does not override separately restricted secure/federal areas.

COOK COUNTY FOREST PRESERVE

🌳 Prohibited Property + Parking Exception

Real property under the control of the Cook County Forest Preserve District is listed as a prohibited area under 430 ILCS 66/65(a)(14). The parking-area exception in §65(b) still applies to an otherwise prohibited parking area, subject to the statutory conditions.

Consistency rule: USAVFT slides, handbook, study guides, scenarios and the Companion should all distinguish the underlying prohibited property from the §65(b) parking-area exception.
